About Jay Dodd

Jay Dodd leads the Headquarters and Operational Forces (HOF) Portfolio within the HQ/OPS Sub-Account and is the Location General Manager for the Fayetteville, NC office cluster. He is a Vice President in his 13th year with the firm. Jay is a graduate of U.S. Military Academy, the Eisenhower School for National Security and Resource Strategy (formerly ICAF), and Syracuse University with master’s degrees in business and national resource management. Additionally, Jay is an instructor for the Firm’s Change Management Advanced Practitioners’ Course, a joint venture with Booz Allen and Georgetown University’s McDonough School of Business.

Jay’s clients in the Operational Forces Portfolio include FORSCOM, US Army Reserve Command, Army National Guard, National Guard Bureau, US Army Special Operations Command, US Army Europe, US Army Pacific, the Army’s Installation Management Command, Assistant Chief of Staff (Installation Management), G-1, Human Resources Command, Army Recruiting Command, Army Accessions Command, and the Assistant Chief of Staff (Manpower & Reserve Affairs).

Prior to joining the Firm, Jay served as an Army Officer for 24 years, rising to the rank of Colonel. He was an Infantry officer with a secondary career field in resource management that culminated with service as a Separated Infantry Brigade Commander followed by being a Division Chief in J8 (Resource Management), the Joint Staff.

Jay is a Project Management Professional (PMP) and a Certified Public Accountant (CPA).While attending the Eisenhower School, Jay won the Association of the United States Army’s writing award with his research project, The Chief Financial Officer’s Act of 1990, Conserving Resources for Readiness and National Security Through Better Financial Management.
