The markups to the FY22 NDAA contain language which recommend the establishment of performance objectives and metrics for the incorporation of AI and digital readiness into DOD platforms, processes, and operations. Vector Analytics has developed a proposed metric to address this recommendation by analyzing the DOD’s RDT&E budget justification books for incorporation of AI and digital initiatives within DOD platform and system development. During her presentation, she will define this metric and present a ranking of how well AI/Digital initiatives are being incorporated (and operationalized) within major DOD platforms and systems such as C2, ISR, SATCOM, unmanned systems, JSF, and EW.
Marcia Price | Vector Analytics
Marcia Price is the Chief Data Scientist and CEO of Vector Analytics. She is an established defense budget and technology analyst. She has a record of developing unique models and analysis. She was first to forecast armor material requirements across all US military agencies, the US Army was impressed with her recommended acquisition plan for body armor procurement during the Iraq/Afghan troop buildup, and she developed an industry base sustainment plan post troop draw down that was used to secure an additional $80 million of funding for body armor procurement. Her company is currently focused on providing machine learning augmented scientometrics for federal agencies and DOD industry partners.
She has a BS in Chemical Engineering, an MBA, and a Masters in Data Science. Her clients have included Alcoa, Arcelor Mittal, BAE Systems, DSM Dyneema, DuPont, Honeywell, US Navy SPAWAR, US Army Research Lab, US Army TACOM, and Marine Corps Systems Command.

Dr. Sambit Bhattacharya | Fayetteville State University
Sambit Bhattacharya is a Computer Scientist with more than 15 years of experience in teaching and research. He has a PhD in Computer Science and Engineering. He is a Professor in Computer Science and Director of the Intelligent Systems Laboratory at Fayetteville State University, North Carolina, USA. Dr. Bhattacharya is experienced in developing and executing innovative Artificial Intelligence and Machine Learning (AI/ML) research with a broad range of techniques and applications, and with multidisciplinary teams. He leads and collaborates through grantsmanship, team and project management, and volunteer activities. Dr. Bhattacharya is experienced in oral and written communication targeted to various audience from academic researchers and students to business leaders. He has more than 50 peer reviewed publications and has delivered 40+ oral presentations, including keynote lectures at conferences. Dr. Bhattacharya leads projects funded by NASA, the National Science Foundation, the US Department of Defense (DoD), the US Department of Education, the North Carolina Department of Transportation, and the University of North Carolina Research Opportunities Initiative. Dr. Bhattacharya has visited research labs of the DoD as a faculty research fellow. He works with industry and he was Faculty in Residence in Google’s Global HQ in Mountainview, CA in 2017.
Dr. Bhoj Gautam | Fayetteville State University
Bhoj Gautam obtained his master’s degree from Tribhuvan University, and his Doctoral degree from the University of Utah. He was the postdoctoral research associate at North Carolina State University from 2013 to 2017. He is currently an assistant professor in the Department of Chemistry, Physics and Materials Science at Fayetteville State University. He has contributed to over 45 publications with more than 2500 citations. His research interests include solid state physics, material science, and polymer chemistry, with special focus on understanding and controlling optoelectronic properties in organic and hybrid perovskite devices for energy technologies.
Dr. Murat Adivar | Fayetteville State University
Murat Adivar is a full professor in Business Analytics at Broadwell College of Business and Economics and the SAP Next-Gen Lab director at Fayetteville State University. Before joining Fayetteville State University (FSU), he worked at Campbell University, North Carolina State University, and Izmir University Economics (as Vice Chancellor for Academic Affairs). His research interests are Business Analytics, Data Analytics, Operations Research, and Enterprise Resource Planning. Dr. Adivar is currently an active researcher in several federal, state, and industry projects. He is the author of more than 40 research articles and 2 books published by Springer and SAP Press. Murat Adivar recently became a board member of the ASUG Carolinas.
John Bellamy | FSU Center for Defense and Homeland Security
John Bellamy is the Assistant Director and Operations Manager for the Center for Defense and Homeland Security (CDHS) at Fayetteville State University (FSU). The CDHS serves as a catalyst in developing the National Security professionals. John helped establish the CDHS Cybersecurity Academy in 2014, which provides Certification Training in the fields of Information Technology (IT) and Cybersecurity. Prior to joining the FSU team, John Bellamy served as Executive Assistant for the BRAC Regional Task Force/Fort Bragg Regional Alliance, NC. John is a retired Navy Veteran who served as Navy Personnel Officer at Joint Special Operations Command (JSOC) Fort Bragg.
